1. Desk Review: Gather and analyse relevant project background information and data provided by the client.
2. Field Data Collection: At a minimum, apply questionnaires and conduct Key Informant Interviews (KIIs) with key project stakeholders, including enterprises, end-users, condominium housing associations, and microfinance institutions (MFIs).
3. Geographic Coverage: The sample will be drawn from project intervention areas such as Addis Ababa, Bahir Dar, and Gondar.

Expected Outcomes of the Study

1. Identify strengths and weaknesses in current financing models
2. Provide practical, evidence-based recommendations for improving current financing models on both the supply and demand side. 
3. Contribute to knowledge sharing for future clean energy programming

Consultant Requirements

• Advanced degree in Finance, Business Administration, Economics, cooperatives accounting and finance, Cooperative business management, Agricultural economics or related fields.
• Minimum of 3 years of relevant professional experience in financing systems, SME support, or clean energy financing.
• Experience in conducting evaluations or assessments and developing knowledge products. 
• Strong understanding of the Ethiopian financial and energy access landscape.
• Excellent analytical, writing, and presentation skills. 

Required Documents for Submission

Interested consultants or firms must submit the following:

• Technical proposal describing understanding of the ToR, proposed methodology, and approach.
• Financial proposal itemizing all costs and indicating total fee in ETB.
• CV(s) of the consultant(s).
• Relevant previous work samples or references.
• Company or personal profile

Title of the specific assignment “Development of a Knowledge Product on Financing Models under the SEE Clean Cooking and EnDev Core Projects” should be mentioned in the email subject. 

Both the Technical and Financial proposals should be submitted in a separate email to ettenders@snv.org. or separate Envelop for those who are submitting in person. 

SNV will not be responsible for proposals submitted without indicating title of the assignment (“Development of a Knowledge Product on Financing Models under the SEE Clean Cooking and EnDev Core Projects”) on the subject of the email.
