About the NEP+
The Network of Networks of HIV- Positives in Ethiopia (NEP+), was established in 2004, as an umbrella organization of twelve PLHIV networks comprised of nine regional states, two city administrations and one national PLHIV women networks. NEP+ is legally registered as per new federal ACSO with registration No 1483 principally committed to end HIV and other top deadly diseases and its impacts; advocate for the rights of PLHIVs, and other marginalized community in the country. In order to meet its mission and strategic objectives, NEP+ would like to invite competent and qualified applicants for the following post.
JOB SUMMARY:
The purpose of MEAL Officer position is to assist the NEP+ projects in overall management and output of the Project. The job holder renders technical MEAL support to member networks, partners and assists in demonstrating progress against strategic objectives of NEP+. The post holder is also responsible for assisting the generation of regular and ad hoc reports for external purposes.
RESPONSIBILITIES AND TASKS:
A .Accountability and Learning
- Oversee the implementation and management of the Feedback and Complaints Response Mechanism (CFRM) in alignment with NEP+ accountability frameworks.
- Ensure beneficiary feedback systematically captured, analyzed, and used to enhance program effectiveness.
- Support project teams in collecting and documenting good practices, lessons learned, and feedback based on established M&E plans.
- In collaboration with the regional networks and partners , analyze data and propose program reorientation as needed.
- Ensure the availability of donor and NEP+ visibility in all materials and equipment, as well as billboards in all supported health facilities.
- Ensure the placement of Complaints Response Mechanism (CFRM) key channels and messages with billboards and suggestion boxes in all supported health facilities.
- Enhance the establishment and implementation of CFRM community committees.
- Ensure learning through capturing learning, best practices, and challenges, and organizing quarterly/bi-annual review meetings with local government authorities
B Reporting and Documentation
- Support the development of high-quality and timely reports in collaboration with Regional Networks partners and MOH
- Ensure the timely submission of reports to the concerned stakholders of NEP+ Management team adhering to required deadlines.
- Compile and draft program progress reports (monthly, quarterly, and annually) against key indicators and proposal targets.
- Synthesize and analyze MEAL data to produce summary reports, graphs, tables, and thematic findings for internal and external stakeholders.
- Ensure the availability and verification of data sources across all supported health facilities, maintaining proper documentation in both hard and soft copies as Means of Verification (MoV).
- Act as the focal point for CLM project for reporting-related queries, ensuring alignment with reporting templates, donor requirements, and organizational guidelines.
- Ensure timely data entry into NEP+ data management system.
- Support gender and other relevant assessments, ensuring key findings are well-documented and shared with relevant stakeholders.
C, Data Management and Coordination
- Under the direct supervision of the MEAL coordinator, he/she will support Regional networks ,associations and partners.
- With technical support from the MEAL Directorate at NEP+ head office , lead the compilation and quality control of monthly reporting tools, including Indicator Performance Tracking Table (IPTT),and regional networks reports.
- Monitor progress against key indicators, ensuring reports accurately reflect program achievements, challenges, and necessary adjustments.
- Systematically manage the M&E data and information system, overseeing data collection, entry, analysis, and reporting to ensure accuracy, completeness, and reliability.
- Provide technical guidance and support to Regional networks Mand E teams on data management, verification, and analysis.
- Ensure proper organization and documentation of all project data, including best practices, lessons learned, success stories, and case studies, for effective learning and knowledge sharing
- Organize and facilitate regular project implementation reviews, performance assessment meetings, and learning sessions to enhance program effectiveness.
- Ensure strong coordination and communication within the MEAL team and across other stakholders to promote data-driven decision-making and continuous improvement.
- Assists the development and/or updating of MEAL plans, guidelines, tools and systems to be used by NEP+ and its members
- Support the identification of higher level indicators to assess progress and overall in NEP+ against NEP+’s strategic plan;
- Assist the development of effective results frameworks and subsequent indicators at project and members level(s);
- Assist in designing baseline, midterm, and end term evaluation of different projects;
- In collaboration with different units, periodically monitors the quality of data collected and reports produced, and agree on actions required;
- Assists that the database of NEP+ is well designed, electronically maintained and made accessible to relevant staff;
- Provides statistical information for users within and outside NEP+;
- Participates in the documentation and dissemination of lessons learned and best practice;
- Performs other duties as assigned by the Supervisor.
QUALIFICATIONS:
EDUCATION/TRAINING
- BSc/MSC degree in Health Monitoring and Evaluation, Health informatics’, Economics, Statistics, Public health or other related fields.
EXPERIENCE:
- 6 year after graduation for B.A or BSC degree holder and 4 years of working experience after graduation for MA or MSC degree holders directly related for the position
- NGO experience is desired
TECHNICAL AND OTHER SKILLS
- Proven experience in quantitative and qualitative data collection, including survey design, implementation, and analysis.
- Demonstrated expertise in training and building the MEAL capacity of staff.
- Proficiency in Microsoft Office and electronic data collection tools such as Kobo Toolbox, or similar platforms.
- Experience in data visualization tools, including Power points graphs pi charts and advanced Excel.
- Experience with GIS and geospatial data analysis, including GIS mapping.
- Strong analytical and problem-solving skills, with the ability to process complex data sets and generate actionable insights.
- Ability to systematically collect, clean, and critically analyze data and information to support evidence-based decision-making.
- Strong understanding of humanitarian programming and adherence to humanitarian principles.
- Application of software and data management and analysis;
- Good Report writing and analytical skill;
- Application of SPSS or other statistical software.
