About the NEP+

The Network of Networks of HIV- Positives in Ethiopia (NEP+), was established in 2004, as an umbrella organization of twelve PLHIV networks comprised of nine regional states, two city administrations and one national PLHIV women networks. NEP+ is legally registered as per new federal ACSO with registration No 1483 principally committed to end HIV and other top deadly diseases and its impacts; advocate for the rights of PLHIVs, and other marginalized community in the country. In order to meet its mission and strategic objectives, NEP+ would like to invite competent and qualified applicants for the following post. 

JOB SUMMARY

The purpose of Program Officer position is to assist the NEP+ projects in overall management and output of the Project. The job holder renders technical Program support to member networks, partners and assists in demonstrating progress against strategic objectives of NEP+. The post holder is also responsible for assisting the generation of regular and ad hoc reports for external purposes and NEP+ in collaboration with MEAL staff.

The Program Officer is responsible for overall management and output of the Programs. She/He will ensure program quality, adherence to implementation plans, and provide technical guidance to regional Networks and Partners. The Program Officer will report to the Program Coordinator.

RESPONSIBILITIES AND TASKS

A. Program Implementation Support

The Program Officer ensures that regional networks and partners teams effectively implement the Global fund and other program in accordance with the program design and work plans. Key activities and tasks falling within this area of responsibility include the following:

  • Provide regular technical support to regional Networks and Partners through field visits, meetings, and direct assistance.
  • Support regional staff and Networks in adapting program activities to local contexts while maintaining program integrity.
  • Ensure timely procurement and distribution of program resources to implementation sites.

B. Capacity Building and Technical Assistance

  • The Program Officer strengthens the capacity of NEP+ staff and regional networks to deliver high-services and interventions. Key activities and tasks falling within this area of responsibility include the following:
  • Identify training needs and facilitate professional development opportunities for NEP+ and regional staff 
  • Provide guidance on best practices in the project implementation.
  • Develop and disseminate training materials and guidelines to support program implementation.

C. Resource Mobilization and Partnership 

  • In collaboration with the resource mobilization team, develop and implement a comprehensive resource mobilization strategy to meet the organization’s funding goals. 
  • Conduct research to identify potential funding opportunities from government agencies, foundations, corporations, and other sources. 
  • Prepare compelling proposals and funding applications in collaboration with program teams
  • Identify and engage potential partners, including NGOs, government entities, and private sector organizations, to build strategic alliances. 
  • Foster and maintain relationships with existing partners, ensuring effective communication and collaboration. 
  • Organize partnership meetings and events to enhance engagement and collaboration

D. Stakeholder Engagement and Coordination

 The Program Officer collaborates with government authorities, NGOs, and other project stakeholders to enhance program impact. Key activities and tasks falling within this area of responsibility include the following:

  • Build and maintain relationships with MoH, local authorities, partner organizations, and community leaders.
  • Represent the NEP+ program in meetings, forums, and coordination platforms, when necessary 

E. Program Quality and Compliance

 The Program Officer ensures that all program activities adhere to Global Fund and other projects quality standards and compliance requirements. Key activities and tasks falling within this area of responsibility include the following:

  • Ensure all program interventions align with national frameworks and donor expectations
  • Maintain documentation and compliance records for program activities.
  • Identify and address challenges affecting program quality and implementation effectiveness.
    The Program Officer shall also perform any other duties agreed to with the program coordinator.
  •  All services, duties, and activities performed or to be performed by the employee shall be subject to the specific instructions and requirements of NEP+.

QUALIFICATIONS:

EDUCATION/TRAINING

  • BSc/MSC degree in business administration, Social Sciences, Public Health or a relevant field of study, 

EXPERIENCE:

  • 6 years after graduation for B.A or BSC degree holder   and 4 years of working experience after graduation for MA or MSC degree holders directly related for the position 
  • At least two years’ Experience in Program management in the NGO sector is required 

TECHNICAL AND OTHER SKILLS 

  • Possess the academic and professional qualifications, experience, and expertise required to meet the responsibilities identified above with excellence.
  • Be energetic in rendering services to NEP+.
  • Be attentive to detail and work methodically and accurately.
  • Possess and demonstrate good and positive communication skills.
  • Be professional and kind in all interactions, whether with colleagues, partners, clients, authorities, beneficiaries, or any other outside person.
  • Work independently, taking initiative in accordance with specific duties and as appropriate.
  • Work effectively under pressure and meet deadlines.
