Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency.
PUI works in 10 areas of intervention and distinguishes itself by the implementation of an integrated approach in its response. This method aims to identify and understand the needs of all those affected by a crisis. Our teams come together to bring a rapid global response to the basic needs of populations affected by humanitarian crises to help them regain independence and dignity.
PUI in Ethiopia:
Following the north Ethiopia conflict which erupted in 2020 and the reports of recurrent drought which is affecting the life and livelihood of millions in different regions of Ethiopia, PUI decided to contribute its part to address the humanitarian needs triggered by both manmade and natural disasters. PUI has been registered with FDRE Authority for Civil Society Organization (ACSO) since June 22, 2022, to enable the organization to operate legally in the country.
Since then, PUI has been providing humanitarian assistance in Afar, Benishangul Gumuz and Amhara Regional’s addressing the needs of population affected by both manmade and natural disasters. The organization has been exploring the potential gaps in terms of humanitarian assistance in the regions where it is currently intervening and other regions.
The current projects in the Afar, Benishangul-Gumuz, and Amhara regions mainly focus on improving access to health and nutrition services for populations affected by conflict and drought. PUI is working in close collaboration with local health authorities to support the revitalization of conflict-affected health systems in these regions.
In the Metekel Zone of Benishangul-Gumuz Region, PUI is implementing humanitarian assistance programs in Debatie, Bullen, and Dangur woredas. In the Afar Region, PUI is supporting nutrition services in Abala town, Abala rural woreda, Berhale, and Dallol woredas of the Kilbati Rasu Zone. In the Amhara Region, PUI is working in Mota, East Gojjam Zone.

Overall Objective:
Under the line management of the Logistics Coordinator, the Roving Logistics Manager ensures the efficient management of logistics at the coordination and bases. The Roving Logistics Manager provides operational, technical, and surge logistics support to field bases. The role focuses on ensuring compliance and quality in procurement and logistics processes, strengthening base-level logistics capacity through coaching and gap-filling, supporting coordination and reporting at mission level, and reinforcing emergency response logistics when required.
Tasks and Responsibilities
1. Supply Chain Compliance Support:
• Review purchase dossiers (PRs, RFQs, bids analysis, contracts, and supporting documents) from field bases to ensure compliance with organizational and donor procedures.
• Identify gaps, errors, or risks in procurement files and provide corrective guidance to base logistics teams.
• Ensure proper documentation, filing, and archiving of procurement dossiers in line with audit requirements.
• S/he ensures that all teams have the means, resources and tools they need to carry out their activities. S/he actively contributes to the dimensioning of his/her scope in terms of facilities (working and living spaces), materials, equipment and services.
2. Security:
• Ensure that at his / her own level the necessary means and frameworks are existing so as to implement the security rules related to communications, movements and facility management.
3. Base Support, Gap Filling & Capacity Building
• Provide temporary coverage (“gap filling”) for logistics positions at field bases during staff absences, high workload, or start-up phases.
• Provide on-the-job coaching, mentoring, and technical guidance to Logistics Officers and logistics teams at base level.
• Strengthen base logistics systems, including procurement planning, stock management, asset management, fleet, and facilities.
• Support new base openings and scale-up activities by setting up logistics systems and tools
4. Supervision & Coordination
• Provide functional supervision and technical oversight to Logistics Officers as assigned.
• Ensure timely and quality information flow between bases and the Logistics Coordinator.
• Support harmonization of logistics practices across all operational bases.
• Line manages and supervises Procurement Officers and Logistics Officers at coordination level.
• Set clear objectives, priorities, and work plans for supervised staff in coordination with the Logistics Coordinator.
• Conduct regular follow-ups, coaching sessions, and on-the-job capacity building for procurement and logistics staff in coordination with Logistics coordinator
• Review and validate work outputs of Procurement Officers and Logistics Officers, including procurement files, reports, for final approval by logistics coordinator
• Promote teamwork, accountability, and compliance with organizational values, policies, and procedures.
• Ensure proper handover, task continuity, and team coordination during rotations, absences, and emergency deployments.
• Support performance management through regular feedback, contribution to performance evaluations, and identification of capacity gaps.
5. Reporting & Log Packs
• Support the Logistics Coordinator in preparing and reviewing logistics reporting packages (“log packs”).
• Ensure accuracy, completeness, and consistency of data submitted from bases
• Contribute to internal and donor reporting related to logistics and supply chain activities, in support of logistics coordinator.
6. Emergency & Surge Logistics Support
• Act as surge logistics support during emergency responses, rapid scale-ups, or sudden changes in operational context.
• Deploy quickly to emergency locations to support procurement, transport, warehousing, and setup of logistics systems.
• Support emergency procurement processes while ensuring compliance and risk mitigation.
