UNICEF Ethiopia is seeking a Senior Demand Promotion for Immunization Consultant to provide technical support for increasing demand, acceptance, and uptake of routine immunization and newly introduced vaccines across Ethiopia.
About the Role
The consultant will support UNICEF, the Ministry of Health (MOH), and partners in developing and coordinating evidence-based Social and Behaviour Change (SBC) and immunization demand-promotion strategies.
The role will focus on addressing barriers to vaccination, particularly among zero-dose and under-immunized populations, while strengthening community engagement, social listening, behavioral insights, communication, and vaccine confidence.
Key Responsibilities
- Provide technical support to the Ministry of Health's Immunization Service Desk and Communication Technical Working Group.
- Develop and coordinate immunization demand-promotion strategies aligned with Gavi 6.0 priorities.
- Coordinate monthly and ad hoc Communication Technical Working Group meetings.
- Prepare meeting agendas, minutes, action plans, and follow-up documentation.
- Support the development, implementation, monitoring, and evaluation of national immunization demand-promotion strategies.
- Apply Behavioral Insights and Human-Centered Design (HCD) approaches to immunization programs.
- Support demand-generation activities for routine immunization, new vaccine introductions, and supplementary immunization activities.
- Support risk communication and demand-promotion interventions targeting zero-dose and under-immunized communities.
- Facilitate the development, review, pre-testing, and endorsement of communication materials.
- Support the adaptation and translation of communication materials into local languages.
- Strengthen social listening and public-opinion monitoring systems.
- Track vaccine-related rumors, misinformation, media coverage, and concerns about vaccine safety and adverse events.
- Support innovative approaches such as digital engagement, HCD, and social listening.
- Strengthen community engagement through health extension workers, community leaders, CSOs, and other local structures.
- Provide capacity-building support to health workers, social mobilizers, media professionals, and hotline operators.
- Participate in Behavioral and Social Drivers (BeSD) studies, rapid assessments, social investigations, and field visits.
- Ensure SBC interventions are inclusive, participatory, and gender-transformative.
- Document and share best practices, lessons learned, and human-interest stories.
- Prepare technical reports and other required deliverables for UNICEF and the Ministry of Health.
Qualifications
Education
An advanced university degree in one of the following fields:
- Social Science
- Public Health
- Sociology
- Anthropology
- Psychology
- Communication for Development
- Social and Behavioural Change Communication
- A related field
Professional Experience
Applicants should have:
- At least 7 years of relevant experience in SBC or demand promotion within the immunization or health sector.
- Experience working at the national/federal level in Ethiopia.
- Strong understanding of Ethiopian communities and immunization stakeholders.
- Experience designing, planning, monitoring, and evaluating immunization demand-promotion interventions.
- Experience providing training and transferring technical skills to stakeholders.
Required Skills and Expertise
- Strong experience working with government institutions, particularly the Ministry of Health, and multiple partners.
- Ability to generate evidence on social and behavioral factors affecting immunization.
- Experience documenting best practices and lessons learned.
- Knowledge of Human-Centered Design (HCD) and/or Behavioral Insights.
- Experience with Behavioral and Social Drivers (BeSD) of vaccination.
- Experience developing and implementing demand-promotion strategies for new vaccine introductions.
- Strong coordination, communication, analytical, and stakeholder-management skills.
- Excellent written and verbal communication skills.
- Fluency in English and Amharic.
