Job Summary

The M&E/ Accountability Officer will support implementation and strengthening of Monitoring, Evaluation, Accountability, and Learning (MEAL) systems across humanitarian projects. The successful candidate will oversee data quality assurance, field monitoring, reporting processes, beneficiary accountability mechanisms, and organizational learning initiatives.

The role also supports surveys, assessments, reporting systems, and community engagement activities to improve program quality and accountability.


Key Responsibilities

Data Management and Quality Assurance

  • Oversee data entry, cleaning, validation, and database management
  • Supervise Data and Registration Assistants
  • Conduct routine data quality assurance and verification activities
  • Maintain updated beneficiary databases and supporting documentation
  • Ensure accurate indicator tracking and beneficiary counting methodologies
  • Verify project achievements and maintain proof of completion records

Assessments, Surveys, and Research

  • Lead baseline and end-line surveys
  • Support needs assessments and post-distribution monitoring
  • Conduct field monitoring visits and community engagement activities
  • Prepare district profiles and baseline datasets
  • Develop Terms of Reference (TORs) for evaluations and assessments
  • Support external consultants during major evaluations

Reporting, Learning, and Accountability

  • Support donor reporting and proposal development
  • Produce quantitative and qualitative performance reports
  • Document lessons learned, best practices, and impact stories
  • Support development of log frames and indicator tracking tools
  • Manage Feedback and Response Mechanisms (FRM)
  • Promote community participation and accountability systems

Capacity Building and Collaboration

  • Train project staff on MEAL tools and reporting systems
  • Facilitate learning events and project review sessions
  • Support mobile data collection and reporting processes

Required Qualifications

Applicants should meet the following requirements:

  • Bachelor’s Degree in:
    • Statistics
    • Economics
    • Development Studies
    • Project Management
    • Or related fields
  • Minimum 3–4 years of relevant work experience
  • Previous INGO experience is highly preferred
  • Strong knowledge of monitoring and evaluation systems
  • Experience in data analysis, reporting, and field verification
  • Understanding of humanitarian accountability practices
  • Strong organizational and analytical skills
