Job Overview
The International Organization for Migration (IOM), the leading UN agency in the field of migration, is seeking a qualified Finance Officer to join its Ethiopia Country Office in Addis Ababa.
The successful candidate will support and coordinate financial management, budgeting, accounting, reporting, compliance, and resource management activities for both the Country Office (CO) and Special Liaison Office (SLO) in Ethiopia. The role requires close collaboration with IOM headquarters, regional offices, and global support centers to ensure sound financial management and donor compliance.
Key Responsibilities
Financial Management & Budget Control
- Support the Head of Resources Management in overseeing financial operations and expenditure management.
- Monitor budget utilization and financial accountability across programs and projects.
- Conduct preliminary financial analysis and budget reviews.
- Strengthen internal control systems and financial management processes.
- Assist in annual budget preparation and project budget development.
Accounting & Reporting
- Ensure accurate recording of financial transactions within IOM's ERP system.
- Maintain complete and organized financial records and supporting documents.
- Review monthly accounting closures and financial returns.
- Prepare donor financial reports and project expenditure reports.
- Coordinate financial reporting activities according to IOM and donor requirements.
Project Financial Support
- Provide financial guidance to project managers throughout project implementation.
- Monitor payroll allocation against project budgets.
- Ensure compliance with donor regulations and IOM financial policies.
- Support audit preparations and financial reviews.
Team Leadership & Administration
- Supervise finance unit staff and support administrative management functions.
- Assist with recruitment, personnel administration, and operational activities.
- Facilitate staff training and capacity-building initiatives in finance and accounting.
- Promote knowledge sharing and continuous improvement within the finance team.
Cash Flow & Risk Management
- Assist with cash flow forecasting and fund management.
- Verify project funding receipts according to donor agreements.
- Support risk management and financial compliance initiatives.
- Contribute to audit readiness and financial accountability processes.
Required Qualifications
Education
Master's Degree in:
- Accounting
- Business Administration
- Finance
- Related field
Plus: Minimum 2 years of relevant professional experience
OR
Bachelor's Degree in the above fields with:
- Minimum 4 years of relevant professional experience
Professional Certifications (Advantageous)
- CPA (Certified Public Accountant)
- CA (Chartered Accountant)
- ACCA
- CIMA
Required Experience
Candidates should demonstrate experience in:
- Financial management and accounting
