Job Overview

The International Organization for Migration (IOM), a United Nations-related organization and the leading agency in migration management, is seeking a qualified and motivated National Program Officer to support disability inclusion initiatives and protection-focused programs in Ethiopia.

The successful candidate will contribute to the planning, implementation, monitoring, and reporting of disability-inclusive programs while collaborating with government institutions, UN agencies, civil society organizations, and Organizations of Persons with Disabilities (OPDs). The role also involves supporting capacity-building activities, conducting assessments, coordinating stakeholders, and strengthening inclusive humanitarian and development programming.

Key Responsibilities

Program Coordination and Implementation

  • Support the planning, coordination, and monitoring of disability inclusion activities.
  • Assist program teams in integrating disability inclusion into project activities and workplans.
  • Monitor implementation progress and identify challenges and improvement opportunities.
  • Support the development of accessibility and inclusion tools and methodologies.

Capacity Building and Stakeholder Engagement

  • Organize and facilitate training sessions, workshops, and awareness programs on disability inclusion.
  • Engage with Organizations of Persons with Disabilities (OPDs) and relevant stakeholders.
  • Support consultation processes to ensure inclusive participation of affected communities.
  • Strengthen partnerships with government institutions, NGOs, and UN agencies.

Monitoring, Evaluation, and Reporting

  • Collect, compile, analyze, and report disability-related program data.
  • Contribute to disability-inclusive monitoring and evaluation activities.
  • Assist in preparing project reports, proposals, communication materials, and donor updates.
  • Support evidence-based planning through assessments and research activities.

Coordination and Representation

  • Participate in relevant coordination meetings, working groups, and humanitarian forums.
  • Collaborate with government counterparts, UN agencies, and implementing partners.
  • Support project development initiatives and contribute to program expansion opportunities.
  • Undertake field visits and duty travel to IOM operational areas as required.

Required Qualifications

Education

Applicants must possess one of the following:

  • Bachelor's Degree in Political Science, Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields with at least two years of relevant experience.

OR

  • Master's Degree in the above-mentioned fields.

Experience

  • Experience working in disability inclusion programs.
  • Knowledge and experience in research, assessments, and data collection.
  • Experience facilitating consultations, workshops, and stakeholder engagement processes.
  • Experience working with vulnerable populations in humanitarian or post-conflict settings.
  • Experience collaborating with government institutions, NGOs, UN agencies, and local communities.
  • Experience in project management, MEAL, or results-based management is an advantage.
  • Experience in conflict-affected or post-conflict environments is desirable.

Language Requirements

  • Fluency in English (written and spoken) is required.
  • Fluency in Amharic is required.
  • Knowledge of additional IOM official languages is advantageous.
