Job Overview
The International Organization for Migration (IOM) is seeking a qualified Project Support Associate (Civil Engineering and Site Planning) to support infrastructure development initiatives under its Immigration and Border Governance (IBG) program in Ethiopia.
The position will contribute to the planning and development of a proposed Model Border Control Post (BCP) at Dewele, supporting engineering assessments, infrastructure planning, site development activities, and technical coordination with government institutions and project stakeholders.
Working under the supervision of the Programme Officer and National Programme Officer, the successful candidate will help ensure that border infrastructure projects align with international best practices in border management, environmental sustainability, digital transformation, and health-focused mobility management systems.
Key Responsibilities
Engineering and Infrastructure Support
- Provide technical support for border infrastructure planning and development activities.
- Participate in site assessments, technical reviews, and engineering consultations.
- Assist in preparing engineering briefs, technical specifications, concept notes, and Bills of Quantities (BoQ).
- Support infrastructure planning that aligns with operational border management requirements.
Project Planning and Documentation
- Assist in preparing Terms of Reference (ToRs) for engineering consultancy assignments.
- Support procurement processes related to engineering surveys, environmental studies, and design services.
- Contribute to the preparation of technical reports, presentations, maps, and project documentation.
Technical Review and Quality Assurance
- Review engineering drawings, site layouts, and technical studies prepared by consultants.
- Ensure engineering designs align with project objectives and border management standards.
- Support quality assurance processes during planning and implementation phases.
Site Assessment and Field Support
- Conduct field assessments and collect infrastructure-related data.
- Evaluate utility systems, drainage, environmental considerations, and site conditions.
- Participate in monitoring missions and provide on-site technical support.
Stakeholder Coordination
- Coordinate with government institutions, including:
- Immigration and Citizenship Service (ICS)
- Ethiopian Public Health Institute (EPHI)
- Ethiopian Customs Commission
- Ethiopian Federal Police
- Ministry of Transport and Logistics
- Local Authorities
- Support collaboration with consultants, contractors, and service providers.
Infrastructure Planning Support
Assist in integrating operational requirements into infrastructure development, including:
- Passenger and cargo circulation systems
- Traffic management solutions
- Protection-sensitive facilities
- Health screening infrastructure
- ICT and border management technologies
- Solar energy solutions
- Water, sanitation, and waste management systems
- Future expansion and scalability planning
Required Qualifications
Education
Applicants must possess one of the following:
- Bachelor's Degree in:
- Civil Engineering
- Structural Engineering
- Construction Management
- Building Engineering
- Architecture
- Infrastructure Planning
- Related Engineering Fields
OR
- High School Diploma with at least five years of progressively responsible relevant experience.
Experience
- Minimum three years of relevant professional experience for degree holders.
- Experience supporting engineering or infrastructure development projects.
- Experience in site planning, construction supervision, or engineering design support.
- Experience working in humanitarian or development programs is desirable.
- Experience coordinating with government institutions, NGOs, and international organizations.
Required Skills
- Strong understanding of civil engineering and infrastructure planning principles.
- Ability to read and interpret engineering drawings and technical documents.
- Knowledge of construction materials and site development practices.
- Understanding of drainage systems and utility planning.
- Knowledge of sustainable infrastructure and renewable energy solutions is an advantage.
- Strong report writing and analytical skills.
- Excellent organizational and coordination abilities.
- Ability to manage multiple tasks and meet deadlines.
Technical Skills
- Microsoft Office Suite (Word, Excel, PowerPoint)
- AutoCAD (Advantageous)
- GIS Software (Advantageous)

Language Requirements
